Arcadius was born in 377. Proclaimed august by his father on January 19, 383, he inherited the East after the death of Theodosius I. The weak Emperor let Rufin, the prefect of the Praetorium, and Eutrope, a palace eunuch, govern. Empress Eudoxia has considerable influence over the Emperor, and military power is in the hands of Gaïnas, a Goth. In 402, Arcadius associates his son Theodosius II, born the previous year, and a falling out ensues with Honorius. Arcadius dies in 408, aged 30.
