Le service militaire n'était pas généralisé et les recrutements se faisaient en fonction des besoins définis par le Ministère de la Guerre Il était donc procédé à un tirage au sort entre les conscrits potentiels. Le risque de tirer un mauvais numéro et donc de partir pour quatre ans de service pouvait être assuré et un remplaçant payé.
