Tatarstan has been an autonomous republic within the USSR and then within the Russian Federation since 1920. At the time of the breakup of the USSR, the Supreme Soviet of the republic considered joining as a founding member of the CIS but ultimately remained within the Russian Federation. Following the 1994 agreements, Tatarstan benefited from increased autonomy but its powers have since been reduced following the harmonization policy desired in the 2000s by Vladimir Putin..
