Obverse description : Femme assise, accoudée à une amphore (symbolisant la Seine) et tenant une rame, dans un médaillon à fond émaillé bleu, bordé d’une légende sur fond émaillé rouge. Le médaillon est disposé sur deux faisceaux de licteurs en sautoir avec une couronne de chêne et laurier.
