En 1938, suite à de longs mois de conflits sociaux, le président Lazaro Cardenas décide de nationaliser l’industrie pétrolière. La loi d’expropriation s’applique aux 16 compagnies étasuniennes et à la compagnie anglo-hollandaise Royal Dutch Shell qui exploitent l’ensemble des ressources mexicaines. .
